Every time I've taken it, it's left precisely on the advertised. I guarantee you it has fewer traffic delays than the #4 bus. :-) I admit that I didn't even think about the bus as an option, but since I'm already on the Orange Line, staying on it to DTX (or State, which is closest for walking) is easier, if I'm going to just miss the ferry. Commuting inbound from Sullivan on the Orange Line is a giant bucket of suck, btw. Those new trains can't get here soon enough.
