More importantly, the folks inside have as much a chance of seeing the inside of any kind of courtroom (military or civil) as they did when Dubya was at the helm. The USA PATRIOT act. Significantly, curbs on civil liberties have increased during his administration, with his justice department arguing vigorously for more unchecked surveillance powers being handed to police organizations.
