I think much of what is going on out where you are is derived from Starhawk's avoidance/distrust of the concept of power over, and what seems to me to be an assumption that hierarchical training models are inevitably abusive ... and that she needs to model a Goddess which is as far removed from that as possible.
That being said, she likely has some UPG which supports her theories.
However, I deal in collective Personal Gnosis situations, and what she does seems too fluffy for me.
