license plate mystery du jour

When stuck in traffic one has lots of time to contemplate the plates of cars. This one baffled me:
W8Z8C8

W8 is probably "Wait"
Z8 - ??
C8 might be "Kate" (Cate? Cait? Why not K8?)

True, the MA plate requirements were entirely irrelevant, but I understand why folks wanted to respond to point that out.

So the only thing that came to mind for me was:
Weights ate Cate

Which isn't to say it makes any sense to me, but it's another option, anyway. :]
